Administrative agencies, part of the executive branch of government, are responsible for crafting regulations. Generally, only the legislative branch can create law. However, legislatures are able to delegate some lawmaking authority to administrative agencies. Although administrative agencies are created by statutes the laws that the agencies create and enforce are called rules and regulations which is synonymous with statutes and laws. Locating administrative rules and regulations can be a challenge at times.
